The project is promoted by Nova Taipa Urbanizações Limitada, a joint venture in which Hopewell Holdings and Shun Tak each hold 50 percent, while Sociedade de Turismo e Diversões de Macau (STDM) provides local equity and hotel expertise. Design documents envisage five phases comprising more than 4,000 flats, 4,000 parking spaces and a supporting mix of retail, social amenities, office floors and one hotel, making it one of Macau's largest single property ventures by gross floor area. Construction history Phase 1, consisting of thirteen 27-storey blocks arranged around internal podium gardens, topped out in mid-1997 and delivered 2,228 apartments together with about 2,100 parking bays. By late 2000 roughly three-quarters of the phase 1 stock had been sold, largely to Macau professional households and Hong Kong investors. Foundation work for Phase 2 started in 2004; its first sub-section (Phase 2C) adds five towers with 680 flats on 100,000 m2 of development area and 800 additional parking spaces, with pre-sales scheduled for 2005. Subsequent phases were slowed by the 2008 financial crisis but remained on the company’s development pipeline throughout the 2010s. Location and context The estate is bounded by Avenida de Kwong Tung to the west and faces the newer Nova City and Nam San Garden complexes across Taipa Central Park, forming the nucleus of the so-called "Nova neighbourhood". Government land-use plans issued in 2023–25 designate the vacant BT8–BT12 plots that separate the estates for public green space and an underground car park, following an unsuccessful land auction that drew only one qualified bid for neighbouring plot BT9a. Maintenance and safety issues In December 2020 the Taipa & Coloane Community Service Consultative Council revealed that 168 incidents of dislodged window panes had been recorded at Nova Taipa Gardens over the previous two years, prompting calls for mandatory periodic window inspections and improved owner awareness of maintenance liabilities. A voluntary inspection programme offered in 2019 attracted participation from fewer than three percent of households, and a local think tank estimated that 70–80 percent of windows in the estate and the adjacent Nam San Garden required remedial work. The episode led legislators to request a city-wide façade safety regime modelled on Hong Kong's building management regulations. Current status As of 2025 phases 1 and 2C remain fully occupied, with later phases awaiting market conditions before launch; meanwhile, the government's commitment to a sizeable public park immediately east of the estate is expected to enhance neighbourhood amenity once detailed design and funding are finalised.
